Session 2 of the Open Access and Research Conference 2013 focuses on the State of Open Access in Australia and Asia. Speaker Dr Danny Kingsley [Australian Open Access Support Group] presented on Open Access Developments in Australia, summarises the enablers and blockers for open access in Australia. He starts with a brief and critical review of China’s academic system and academic publishing industry in terms of scale, features and challenges. He then focuses on open access practices in China, and discusses the scale and features of open access journals and the overall slow transition in the publishers-mediated system. Lastly, Professor Shamnad Basheer [National University of Juridical Sciences, India] presents on the state of play of open access in India, dealing in particular with the following kinds of openness: Open Educational Resources (OER); Open Culture (OC); Open Law (OL); Open Technology (software, drugs etc.) His presentation also highlights the various impediments to open access efforts in India, including legal bottlenecks such as intellectual property (IP) rights. In particular, he discusses India’s struggle in terms of reorienting its IP regime to promote access to knowledge and technology, and proposes some tentative solutions to harnessing the true potential for more significant open access initiatives in India.
