Session 1 of the Open Access and Research Conference 2013 included two speakers: Heather Joseph [Scholarly Publishing and Academic Resources Coalition, United States] - Developing a Framework for Open Access Policies in the United States. Her presentation explores the framework that is currently under development in the United States to ensure that effective policies are established to provide access to research articles and data — with a particular emphasis on current Obama Administration and Congressional efforts. Her presentation provides an overview of these developments, comparing and contrasting policy positions and giving a flavour of the thinking behind individual policies in some cases. It also looks forward at the stated aims of various policymakers and discusses whether those aims are realistic in the light of policy shapes and the responses of authors, institutions and publishers.
